The New York Times spoke to representatives from Region 2 TCTAC WE ACT about the NY HEAT (New York Home Energy Affordable Transition) Act, which seeks to limit a requirement known as the “obligation to serve,” where utilities automatically provide gas to new customers who request it, and to curb the expansion of gas infrastructure. The possibility of a cap on energy bills is an enticement for many New Yorkers, said Sonal Jessel, policy director at WE ACT.
